Obtaining a CEE Energy Performance Certificate in Spain.

Energy Performance Certificates (EPCs), or Certificado de Eficiencia Energética (CEE) in Spanish. What are they, and why do you need one?

It is illegal to sell or rent a property without a valid, registered energy efficiency certificate (CEE). When completing in the Notary a purchase, if the certificate is not presented before the Notary, the buy and sell deed can not be signed by either party, therefore is a very important document to have, some sellers may only supply what is none as the etiqueta, which is a one page outline of the general rating of the property, although you can ask the Notary to just add this page into the deeds, the full report must be seen by the Notary and given to you in printed format. If you will be in the property to meet the architect, the cost will be €100.00 for an apartment, and €120.00, but if you are not in Spain, you can send us the keys, and we will accompany the architect to your property, open, wait while he measures all, close the property, and then hold your keys in our office, until you can come to Gandia to collect them, our fee is €25.00. Please note all prices stated are plus IVA at 21%.

From the time the technical architect issues the certificate, for ratings of A to F, will be valid for 10 years, but if the rating is G, then valid only for 5 years.

Upcoming European laws state that from the 1st of January 2030, all residential properties must have an energy rating of E or higher (A being the highest and G the lowest), by the 1st of January 2033, the rating of D or higher, and by 2050 that all buildings have zero emissions.

They estimate that about 80% of Spanish homes are rated either E, F, or G, so when the new laws come in to effect, should you want to sell your property in 2030, if the rating is F or G, it will mean that you will have to do improvements to the property such as:
Changing windows if the existing ones are not energy efficient.
Changing the water heater if consumes a lot of energy. There are air pump water heaters such as the Ariston Lydis Hybrid, which heats the water, using the air temperature outside, and use hardly any electricity.
Insulating walls.
Changing old heating systems for more efficient methods.
